They can't, as you can see by the latest event.
The only time FW has enough of a population to keep drops moving fairly quickly is when there's an event targeted at EVERYONE...from organized groups down to the guy playing his first game.
There's a reason there isn't a matchmaker there, either. It all has to do with population.
Just accept that MW:O's base principle has been "the better you are, the more you carry."
