The only reason not to play as Clan in FW is the somewhat frequent ghost drops IMO.
If you go to school or have 2 screens, homework and youtube will fix that.

i personally think the is mechs are more fun. lately im chasing the biggest bonus and that is usually on the clan side. that way i can make enough cbills to turn a profit in a match. they could introduce comstar and maybe a periphery faction or two. but that would just be whitewash to fill in the cracks.
what they really need to do is fix the contract bonuses and loyalist. for the regular non-special-event fp game, where faction contract is essentially a skin, get rid of the separate bonuses for every faction in favor of is and clan bonuses. these bonuses should factor in both active population (actually active not pgi active) and performance (w/l for the entire side). the bonuses need to be on the side thats loosing. mercs can still choose to fight for a clan/house, but normal games only pay out the side bonus. faction specific bonuses only matter for the side quest feature i hope the last event didnt kill.
not really sure what to do about loyalists. a good place to start would be to get rid of those absurd draconian penalties for changing factions. to get people to stay put, use carrots rather than sticks (mercs have lots of carrots but they are never in the right place). end of tree rewards are a good carrot. end of season resets would also be a good idea. but really those penalties prevent player mobility that could be used to balance factions out better. you could do things like free trade down where you can leave your faction for an inferior faction for free with zero penalty.
