Basically title. For those curious, I'm at Washington State University and I almost always have godly internet speeds, but for this game in particular (I'm just getting back into it after about a year of being gone) I just can't play it because I'm rubber banding everywhere, or I just plain can't connect. Are there troubleshooting things I can do on my end or is this more of a network admin problem that I have to bother the IT people here for help?

If you are using university network, and your network is configured correctly, you may very well be frak unless your network admin is a MWO fanatic. But even then he would likely have his own workaround since he may actually like to keep his job...
