Missing File Privileges - Steam

So I was ready to jump into the game after work.
And got a nasty suprise. Clearly Im missing file privileges. Cant download the hotfix or whatever for MWO

The error is: C:/ Program Files (x86) Steam\ steamapps\downloading\342200\Game\GameData.pak

I tried verifying and clearing file cach. But to no avail

Advice?

Should have tested out more solutions first before asking. The solution was to just restart my laptop.
So if others have the same issue thats a possible solution.
