In fact as a Tier 3 you are able to see (with no loosening of the MM) from T1 all the way to T5. Normally however you wont see them all in one match. If there are T1s you wont see T4s or T5s and if there are T5s you wont see T1s or T2s. However during very quiet times you might see a larger spread of tiers in one match.

According to the link in this thread, Tier 3 should only match with Tier 2 and Tier 4. What gives?

You have to remember that PGI can't program a matchmaker to save it's life. It never has been before and doesn't show signs of ever acquiring the ability. Virtually everything they do is to cater to the "lowest common denominator." There is no progression. The base concept since the beginning is "the better you are, the harder you carry."
There has been virtually no change since the early Elo/MM days.
