as far as I'm aware, you cant .... that's the simple version ....

you probably could, the 'birds' are probably an entity ... and the problem is, when you load 'that' map with birds, the servers force a cvar to the client invalidating 'low' settings .... because, you know, the prettiness is more important than the performance ... pgi mentality for you I guess ...
