OmniMech
Fire Falcon
Second-Line + IIC:
Wolfhound IIC
Locust IIC
Commando IIC
UrbanMech IIC (Hey, it's an UrbanMech. What more do we need to say?)
Peregrine (Horned Owl)
Baboon (Howler)
Vixen (Incubus)
Bear Cub
Pack Hunter
Icestorm
Mandrill
Just to name a few. Clans could certainly use some Light `Mechs. Seriously!

We really can't have proper FW until everyone can settle things in a meeting of the kings of the battlefield.

Fire Falcon - an actual good 25 tonner. Speed, LOTS of hardpoints, no gorilla arms.
Locust IIC - battlemech alternative to the Fire Falcon.
Hellion - an alternative to the ACH. Better energy hardpoints, and lots missiles.
Horned Owl - alternative to the Jenner IIC. Has variants for each energy, missiles, and MGs.
And here's my problems with the others:
Wolfhound IIC - basically doesn't exist. It's one single custom mech.
Commando IIC - no variants. It itself is basically a variant of the Commando.
Urbie IIC - only two variants, they're both identical.
Howler - only two unique variants, only has hardpoints in a single torso. Boring.
Incubus - the variants are REALLY similar to each other.
Bear Cub - only three variants that are completely identical.
Pack Hunter - the variants are really similar, the builds are boring.
Icestorm - only two variants, similar hardpoints, goes 194kph stock.
Mandrill - no variants at all.

To be fair, making up variants is easy and PGI can mess around with hardpoint inflation to achieve slightly different results (e.g. look at the IS Urbie lineup).
But yeah, I agree with your 4 top picks...except for Urbie IIC. I think that one could be squeezed in somehow. And really I'd compare the Horned Owl to the Firestarter or Wolfhound rather than Jenny IIC.

That would be my first pick too... if we hadn't just gotten the Piranha. I'll lay off on the PLZ GIB MY FIREMOSS for a while.

Making up variants is easy, but I'd rather PGI not make up variants when there are still chassis that have lots of good hardpoints available to choose from first.
I wouldn't compare the Horned Owl to a FS9 or WLF because it's not an Inner Sphere mech. =P
So yeah, for the clan side of things, what it really is is an alternative to the Jenner IIC or 'Cheetah.

Vapor Eagle, Incubus, Stone Rhino, Conjurer, etc. The list goes on and on.

There are DEFINITELY too many Mechs in BT.
Seriously:
We already have a lot of Mechs, including lights.
Clans are missing a 20 tonner so far.
After the Piranha, maybe another 20tonner and another 25tonner could be added.
And then that's it.
We don't need even more hollow Pokemech. We need a bunch of different Chassis (almost there or partially even way overloaded) and then we need actual content (more game modes, infantry, tanks, dropships, maybe AI units, etc.).

Second 25tonner: Locust IIC
Both are kind of unique or iconic, so they are worth doing.
And then that's it.
We don't need 3 or even 4, 5, 6 Chassis of every weight, each one with 5-7 variants (that's something between 60 and 168 total variants just for clan lights alone!) that are all basically just reskins with marginal or aesthetical differences. Two per weight, maybe occasionally a third one. Keeping it reasonable.

You DO realize that the team that works on new mech designs is not the same as the team that works on other aspects of the game, right? You can't just shift a person from one job to another like that, they literally would not know what to do until trained and even then it wouldn't necessarily mean you'd get things faster.
