I belive it's an odd side-effect of how PGI decided to handle engine heatsinks for lower-rated engines. Every engine technically comes with 10 heatsinks no matter the size rating. Engines store 1 heatsink internally per 25 points of rating, so when you add the weight of the 8 additional heatsinks the 60 engine is supposed to come with, it comes out to 5.5 tons
