The idea of it (removing any direct player to player trading from the notion), would be to have occasional drops of basic mech chassis into an auction house tab in the mechbay, that players can bid on to purchase, the starting bid prices and mech chassis options would be determined by PGI not players.
Taking it further, there could be occasional hero mech chassis auctions for extreme c-bill prices again determined by PGI.
And to extend one step further, you could allow players to "retire" a mech chassis instead of selling it directly, the stripped mech and its current XP and spent skill tree would be "sold" at a PGI determined rate to the PGI controlled auction house, and then the new auction bid price would be determined by the same system. So again, no direct player to player "selling" or "trading", the transactions are handled directly by the PGI algorithm, but potentially it means players can pass on older mechs to other players to bid on.
