I'm a Steiner loyalist. I have the Spoils of War IS Reward at 100%, but I can't redeem it because it says "Locked Conflict Reward." Huh? I got the other IS rewards just fine...

It's not listed in "Criteria" (y'know, where criteria are listed) but I think you're suggesting that I only get it if IS wins. Does that mean if the Clan/IS progress bar is in between the little arrows at the end, no one gets their reward? Or is an "IS Victory" if it's merely past the Clan arrow?

As long as the clans do not win the planet, that should count as an IS Victory.

Tie/draw is possible. To win the bar has to be pretty close to end. This is regarding the event rewards.
However the draw will still mean IS somewhat succeeded in defence and the planet can be no longer attacked, and it won't count to the 3 capital planet wins required for the Clans to win entire season.
I think if the IS wins then IS gets the surrounding planets. Not gonna dig old patch notes where all this is explained.

If IS has the bar all the way to the right, pass the arrow icon, that is a IS victory which Steiner wins the highlighted surrounding planets. A Clan victory would have the bar on the far left, pass the arrow icon. A tie/stalemate happens if the bar is between both arrow icons that reside at both ends of the bar.
For the Clans to win the Innersphere this season they have to surround and conquer/win 3 House Capitols. If they are not able to do it with Tharkad then they have to win the the next Capitol and each one after that, or with a loss this season is over, ending in a stalemate.

As a follow-up to this, last night it appeared as if CJF controls Tharkad, therefore I assume IS lost. But I still got my reward. Huh?
