Set Patch Cache Directory in the Portal launcher does nothing. Launcher downloads the patch cache to where MW:O is installed instead.

That's odd, the cache seems to be working fine here. Are you using a local path for your cache, or is it a network location? Network locations do work, but it's a bit more fickle to set up sometimes. Also, you're just putting the .zip file in the cache, right? The zip shouldn't be extracted, the cache option only handles zips, and skips downloading only if the MD5 hash of the cached zip matches the one on the CDN. Please bear in mind that even when the cache is working, the zip file gets copied over to the temp patch directory, which defaults to the MWO base dir \MWOUpdate. But it should not be downloading anything if things are working.
