most IS OmniMechs have a good spread of Hardpoints, so the only problem is the IS-XL,

This is the obvious choice.

People forget that with locked engines you can balance knowing that nobody can "double down" on durability and swap out the XL. I find it very unlikely that some of the better omnis would turn out any worse than the typical IS Battlemechs that are released.

It would take a level of quirk we've never seen before to save the loss of 12-16 crits.

ISXL should survive side torso destruction, but we need proper engine crits added to the game to make it work

ISXL = survives upto 4 crit slot destructions
CXL = survives upto 4 crit slot destructions
LFE = survives upto 4 crit slot destructions, and only suffers half penalties for crit slot destruction
STD = immune to crit slot destruction (suffers no penalties), gives a CT structure bonus

each crit slot destruction would result in a -10% movement and -20% internal heat sink penalty, and could cumulatively stack upto 3 times.

Just make it so that Omnis can survive ST loss akin to Light engine. Done, simple easy fix. Next.

Or just allow IS Omni to survive ST loss, because of the 'locked' engine and don't mess with anything else. IS has flavor, lots of sub par flavor, but it's a bit more options than subperior Ctech.
The risk of altering too much for the sake of golden balance is androgyny.

but engine crits should exist anyway to balance standard engines better

adding engine crits would be a huge buff for ISXL and STD engines, a straight nerf for CXL, and a combination buff/nerf for LFE. its the best way to balance engines.

it makes no sense that ISXL would be better in an omni than a battlemech. thats not how engines work. engines should work consistently regardless of what mech theyre in.

Remove the Raptor and replace it with an Owens.

Dude, no. Raptor is way more desirable than the Owens. Why on earth would we want an Owens over a Raptor?

I don't think we'll get IS omnis this year. If anything, PGI will go further back in the timeline to for new Mech releases. Only 48 of MWO's mechs are timeline-appropriate for MW5, and it would make sense for PGI to work on mech additions that will benefit both projects.

I'd love for them to do retro mechs (I still want a JM7 and a Dervish), but for some reason I doubt that's the direction they're going to head in. My bet is they're going to drive forward, not back.

I also doubt IS Omnimechs will make an appearance, but I'm going to keep hoping!

Classic and Loved Mech from previous Mechwarrior games (we can't have Omnis without it) with 9ML! ECM! (ECM is good for running behind because snipers wont be able to see you on their sensors if they are paying attention to someone else) and Pgi can change the SHS to DHS to make it sell better
plus APod and C3 can be changed to something else like 3 more ballistic Slots because the Owens already has heavy armor

Raptor gets 11 lasers. It also gets jump jets if you want them. It's also a much smaller target.

It's better.

11 too much!
119 KPH is too slow for me unless they make the Raptor the size of the Commando, the Jumpjets are a plus though and x3SRM6 also but no ECM to deny streaks or lrm locks if you are dueling someone

The Raptor is going to be roughly the size of the Commando.

11 energy means your choice of 11x SL/ERSL (35.75) or 6x ML with 4-5x SL.

It will be a very competent little robot. Perhaps not meta, but solid enough.
