What mech can have full torso armor with reasonable leg armor, have 2x HGR with enough ammo, and have the most speed?

Probably the Loyalty Victor? I haven't crunched the numbers though.

EDIT: Tried it in Smurfys, confirmed that the Cyclops can go a bit faster.

That is probably true but it won't be as good as the sleipnir or mauler for double hgr and lightweight erml to make use of the heat capacity to further boost no risk dps

If we count 7 tons of ammo as the bare minimum requirement, and strip both arms, then loyalty victor is not faster than Sleipnir.

I think it's actually the Sleipnir. The Victor makes a ton of sacrifices for dual HGR, but the Sleipnir gets to carry a 'regular' sized engine.

Actually the Cyclops/Mauler.

Even abusing the quirks on the Victor to strip the legs down by 19 points (ends up at 65 after adding quirk back on), the Victor is going from a 270 to a 275 and only gets to 55.7 kph with 7.5 tons of ammo where the CP-S/MAL use a 315 with 8 tons of ammo and run at 56 kph. Also with 65 leg armor. You can get up to 57.6 kph in the CPS with a 320 engine by dropping to 7 tons of ammo.

Nightstar 9P is runner-up for the fastest using a 335 for 57.1 kph with 8 tons of ammo.

That's a good point. Also if the fastest engine is just 320 STD, then i could just forgo the Seipnir and go for mauler. Unless of course Seipnir has better mobility?

You can, but the Slepnir is more agile and it rolls damage better.

But, if you are competent, either will work just fine for PUG-stomping. And if you don't mind going slower, the MAL-2P can do 6x MedLas for 80 damage fun.

The victor is more agile but a bit slower yes. The agility might be useful to get those torso mounted HG on target quicker.
