Likely related to networking of latency, thinking a non double tap actually was a double tap because of server VS client mismatch.

1. The RNG nature of UAC jam stems from the TT ans is - there as well as here - supposed to be random in nature whenever you utilize the "ultra" aspect of these weapons => No reason to question life choices because "working as intended".
2. Since you seem to experience UAC jams even when not utilizing the "ultra" aspect that would indicate either a flawed implementation that make jam tests even on single-taps or other problems where single-taps are interpreted as double-taps => Again no reason to question life choices of the person who had the original idea. At best you can blame the one who made the faulty implementation at worst you're seeing a technical issue that cannot be resolved without facing other more serious performance issues.

One of the biggest ignored issues with standard RNGs is that there is a high potential to pull the same numbers out of the generator if you make very rapid successive pulls. (not very random unless you find a random noise source to reseed prior to each call). I believe, in the sped-up, full load environment that the servers run on this might the cause of some of the issues of UAC jamming.
Sadly I don't think most people have a clue about this issue, which has been an issue in I.T. for the past 40 years. Takes a conscientious developer to avoid it.

Can 100% confirm.
MCII-B with dual UAC20:
1. Staredown between me on my team, and a KCrab +SNV on the other... Facetanked all of my armor away, but CT corred both of the enemy at max fire rate, no jams. Won the match with 4 KMDD.
2. Staredown between me and a KDK-3 on my team, and a Spirit Bear on the other... It took us both out, because we would get a jam every other shot on all of our guns.
RNG is a b**ch.
