Initial bias comes from simple fact, that rating decrease is smaller, than rating increase:
But it's not all. Without at least 2x multiplier for victory rating changes, guys like me would never be able to climb to Tier 1-2 with stats, typical for Tier 4 player:

The point is all the Tier 3 pilots that took a year+ to get into Tier 1 ... need to go back to Tier 3 it'll take another year before Tier 1 gets flooded again.

It had taken Christmas event alone for me to climb from half Tier 3 to Tier 2. You can't even imagine, how biased PSR is. Situation will be exactly the same after just several weeks.

No, because it wouldn't increase the number of players or change their actual skill levels. All it would do is mean that genuine T1 players (of which I am most definitely not one) would never get a match without having had to wait for ages.

Yes, should PGI do soft resets and drop everyone's tier by two, every 3-4 months, then it would be far better experience. Naturally no one should drop back to T5 once they get out of it, to avoid fresh newbies getting seal clubbed.

Perhaps, but I want PGI to at least try out the PSR reset cause it is not hard to do and can have positive outcome. They can reverse it after a week of experimentation, should they choose to.

Period.
Edit: Here is an example of a game I just had.
Breakdown based on Jartl's list:
Nunber of 90th percentile
Winning - 4 - three are all top tier
Losing - 2
Number of 80th percentile
Winning - 4
Losing - 3
Number of 70th percentile
Winning - 1
Losing - 2
Number of 60th percentile
Winning - 1
Losing - 2
Number 50th percentile and less
Winning - 2
Losing - 3
Seem even? Is it fair for those sub 60% to be matched in a game with the highest? The majority matched against them? Would have been more even is used Jarl's list. That's just one screen shot. I'll keep adding my losses and you'll see a trend. Almost seems like the teams were stacked with so many top tiers on one side. Guess they need to keep the whales happy. I've got another one I'll post from earlier this month.

Nunber of 90th percentile
Winning - 5 - and all 5 are top tier, 3 in 99th percentile
Losing - 2 - neither above 95 percentile
Number of 80th percentile
Winning - 1
Losing - 3
Number of 70th percentile
Winning - 2
Losing - 5
Number of 60th percentile
Winning - 2
Losing - 2
Number 50th percentile and less

And I can hear it now. "But, but, the losing team had more in the 80th and 70th percentile!!! Nothing wrong here!!!"

I have been stuck in Tier 1 max for 8months? It sucks at times for a variety of reasons and I am definitely not "Tier 1" Elite
But.. have you reviewed your average match score over the past 18 seasons (months)? More than half of of the seasons match score has not broken 200MS, and approx 50% of the damage makes up the match score. Do you split up your time between solo and group w/small teams?

Tier 1 = -2 to move
Tier 2 = -1 to move
Tier 3 = no modifier
Tier 4 = +1 to move
Tier 5 = +2 to move
It would be geared to move everyone into Tier 3, but the best pilots would gradually move up, and the worst of the worst would still move down

I think we should ask for this when / if 8v8 games come back.

well just end up back in the same place
and the game will be all screwed up in the meantime with tier1s and tier5s in the same games

A reset is meaningless unless and until PSR itself is fundamentally rebuilt. We all float down here, and a reset doesn't change that. It just pushes the turds down to float back to the top, a process that will not stop until it's 1) Actually harder to gain tier bar as you go up the ranks and 2) PGI doesn't want plenty of fodder to insure the eternal whales have a well-filled matchmaker.
