After months of not wishing to download the new patcher, I finally took the plunge. I hope that there is effort planned to make it scalable to 4k monitors. Currently, the interface is too large and spills off screen, with no way to resize.

What is your screen's actual resolution? The only time someone would have an issue is if they are using a very small resolution. On the Portal in the upper left corner, the three lines, the third option is Small Windows Mode.

It was actually developed on a 4k monitor. I'm guessing that you have Windows scaling cranked up for your display. In that case, as mentioned above, "Small Window Mode" is probably what you want.
