I have owned a Direwolf UV for what seems like forever. Why are the arm Omnipods unavailable to buy in game. I feel like Captain Jack Sparrow when he realized Kiera Knightley's character burned up all the rum.

Probably because buying omnipods in the mechlab can only be done with c-bills, and since Ultraviolet is a hero that's only available for MC then the only way to get the pods is to buy the whole mech and transplant them to another Dire Wolf.
They -could- put the hero pods for MC in the same way as the MC consumables are available (ignoring the fact that those are a relic of the old system in the first place), but then that would take away the incentive to buy the entire hero
