As far I know, it means that the listed amount of premium time won't start until you choose to activate it in-game.

it means the premium time gets banked until activated
as opposed to being activated immediately

Important note: if you want to activate banked premium time, do it through your profile page on the website where you can activate 30 days' worth at a time.
Do not ever click the activate premium time button at the lower-left corner of the main menu in game. That will activate all of your banked time, no matter how much of it you have.
