My proposal is simple, and goes along with the code of conduct. If a player has less than 10 complains about language for the year, when the anniversary awards are given, they get a Champion Flea Light Mech: Fle-17(C).

Do you really mean complaints, or confirmed reports? If this becomes real, there are going to be trolls that go around reporting everyone they don't like for language, just to keep this reward from them.
