Was wondering what this meant exactly, and why there's 3 percentages.

Increases the chance per hit on internal structure to do crit damage to 1/2/3 slots in that location.

Oh I see, I was thinking it had something to do with range.

So if I hit with a relevant weapon there's an 8% chance to do critical damage to at least 1 component then.

+8%, on top of the base crit chance for hitting structure, yes.

every time you get a crit theres a chance of it being a x1, x2, or x3 crit

the targeting computer modifiers all three of those

+8% for a x1 crit
+4.5% for a x2 crit
+1% for a x3 crit

Just to make things clear, the critical is bonus damage on top of your regular damage. So those are chances to do double, triple, or quadruple damage to a component that has no armor.

For direct damage weapons like autocannons, missiles, and PPCs, crit chance it calculated for each individual projectile hit.

For damage over time weapons like lasers, machineguns, and (technically) flamers, crit chance is calculated for each tick of damage on the enemy.

+13.5% to Crit at least one item, actually

Not quite correct
Critical Damage (CritDam) is entirely different to Real Damage (RealDam)

RealDam is what your HP is, what each weapon's listed damage is
CritDam is what affects items and can destroy weapons

15% of CritDam=RealDam, not 100%

So, an AC20 deals 20 RealDam
It can also roll 1,2 or 3 Crits, for up to 60 CritDam
15% of 20 is 3, so the RealDam values for damage would be 23, 26 or 29 damage

Tick thing is correct

That 15% is what actually gets applied to structure. The weapon's base damage gets applied to a component on each crit.

Previously it was complete Listed damage (IE, AC10 hits 9 armor, 10 CritDam is dealt)

I think they've said they fixed that, but haven't tested it. Which would mean applied damage=CritDam

Maybe they did change it. Previously, if an AC/10 hit 9 armor it would do 1 structure damage, then roll crits. Each crit would do 10 damage to a component, then the 15% would get applied to structure as well.

If they did change it to only crit on the damage that made it through armor, that might explain a few things...

I kinda thought it was a static "transfer critical" chance for each weapon that hit, regardless of armor.

A girl and her Dire Wolf with 5 UAC 2 and a TC can dream...
