If you don't mind the Clan UAC/20, the Vapor Eagle can run one and pretty much any engine 380 or smaller. Should be around 120 KPH with speed tweak, but dropping down to ~110 would net you many free tons for backup weapons. Artwork implies the mounts will be pretty high, too.

VGL-1
This runs as fast as the Blitzkrieg and has a few jumpjets too. But there's certainly other ways to build it.
(Edit: derp I'm bad at math. It's 1.5 KPH slower. Same speed requires some stripping of something.)

97kph base without tweaks, UAC20+4 tons of ammo on top of 7 tons free for whatever.

Hello old thread, thought you were dead. But if anyone is interested I just use a Raven with an Ac20. The good old boom chicken.

This is my Roughneck: RGH-2A

It meets all of your requirements with the exception of speed. I play this 'mech often and it makes very effective use of it's high-mounted shoulder UAC/20. It has won me games in Quick Play, Faction Play, and 1v1 Solaris. I highly recommend it for your consideration if you are willing to give up 21.5kph.

you can also do a street cleaner with 3tons if you dont want need any luxury items, like armor.

Hm. Since it's now come up in another thread, it's worth mentioning that the upcoming Incubus will be able to carry a CUAC20, CAC20, or CLB20X (or CGauss) with 4t of ammo at just over 100kph. Notable for being the lightest 'Mech to this point able to accomplish said feat without major armor stripping of vital hitboxes- to fit a 20 or Gauss plus 4t ammo on the Incubus with an engine capable of 100kph+, it'll only be necessary to strip the (empty) arms and head- leaving the torso and legs fully armored- whereas literally any other 'Mech under 35t requires that you strip armor off the torso, legs, and/or weapon component. The mount will be at the very top of the 'Mech, going by the images released so far, at cockpit level, requiring extremely minimal exposure to fire.

isnt the couger one of the few lights that can AC20 as well as adder?

My urbie has an AC20 on it as well but it comes with major armor shaving.

The Cougar can, indeed, do UAC20, with 4t of ammo and backup weapons. It has 18.5 tons of podspace with only a little bit of armor taken off the head... but it also has a locked 175 engine, and maxes out at 87kph after speed tweak, so it can't hit that 100kph mark. It's a fun 'Mech to play- a totally unique experience, heavy 'Mech builds shoehorned into 35t chassis- but it doesn't quite fit the specifications in the OP. The Adder, Cougar, and Kit Fox can all run the UAC20, but none of them can do it on a high mount (despite all three having pods with torso ballistics) because they have too many locked slots. Of all the Clan lights, only the JR7-IIC-FY and the Incubus can actually manage to do a high-mounted AC20 with 4t of ammo and still be able to hit 100kph+.

Which, considering that no IS lights at all can manage it without significant armor shaving, is a pretty cool trick anyway. The Raven can do the high-mounted AC20, but pushing past 100kph with 4t of ammo requires an extra ton (for a 205 or 210 engine) that the 'Mech just hasn't got to spare even with the head and empty arm totally stripped down.

This is an entertaining build challenge. It makes me want to do more of what I already do anyway: put idiotically large weapons on very small 'Mechs just for fun. Posted Image

Jenner IIC hero can just barely do it. Shadow Cat can do it. Enforcer 4P can exceed that speed rating but has low mounts.
