Seen with the FRR Decal on a Cyclops...
while walking the decal stay really upright and did not move with the leg. No Vid, only 2 Screens with a second in between:

I see that issue on others using decals all the time... not really attached, kinda floats around the general area where it should be, but it looks fine once the 'mech stops moving. I don't use them for this reason. It looks bad. Not only that, but it equates to more time spent customizing in the lab rather than actually playing the game, and it's finicky and costs real money usually. The system overall seems kinda just thrown together without much care, outside of it being another source of possible income.
