But this is a new day. Solaris is out and it has me at least considering spending some USD. But still on the fence so let the the community to decide!
If the majority of the community responds BUY THE VULCAN then will buy the ultimate pack.
If the majority says NO WAY JOSE then wallet stays closed.
So what will it be?

When I preordered the PXH, I was thinking it was going to be at the same height of the BJ.
Guess why it is taller....

You say you been disappointed in the past ? A standard pack is the least risky .

That being the case, there really isn't good reason not to buy a mechpack, especially if you don't have hours and hours of premium time. Personally speaking if you don't have hours and hours of premium time banked, I think spending $20 a month on the mechpacks, for every mechpack should be a no-brainer. You get your monthly premium which as I mentioned is $12 of value. Then for the remaining $6 extra you get 3 mech bays, plus usually 20-40 million C-bills worth of mechs, plus like 1000MC worth of colors, plus a 1500MC unlocked camo, 300 MC worth of decals, plus anther 6.5 million C-bills. When you consider most subscription game cost $15 a month, your getting a hell of a deal for what for all intents and purposes is a subscription to MWO.
As for the Vulcan itself, since I am swimming in banked premium time (I am literally set for the next 10 months or so), I don't necessarily see the value of the pack. One of the variants is almost literally a carbon copy of one of the Assassin Variants and the rest are just an Assassin that uses MGs instead of SRM. That being the case it kind of comes down to how much value you put on MGs which I will admit right are are kind of OP as hell. Then again your going to out there in a 40 ton mech instead of tiny little light mech so I am not sure MGs are going to be quite as good on the Vulcan as they are on something like the Arctic Cheetah. Aside form the debatable value over an Assassin which already know is a very good mech, overall the Vulcan looks promising. It is going to be tall but it is very narrow which means it should be a bit hard to hit and the hitboxes should be decent. Hard point locations look ok as well. They aren't super high but nothing, not even the arms is at waist level so your only going to have to show the top 3rd of your mech, maybe, if your hill humping. That being the case, I think from a performance standpoint it is going at least be above average for its weight.

The basic pack seems like a safe bet if you want to take the plunge though, though, like others have said. Maybe buy, see how you feel, then keep, refund or upgrade as your feelings dictate
