Not a new player but figured they'd get some help out of the answer also so posting it here.

Do the range skills "stretch" the effective damage window of ATMs? In other words, would a 10% range bonus allow ATMs to do 3 damage per missile up to 297m?

I would assume so but learned long ago with this game not to assume that mechanics work the way you'd expect.

Yes, exactly that.

The minimum range doesn't increase, but the range brackets for 3 and 2 damage increase. I highly recommend going maximum range nodes if you are boating ATMs as a result; +15% from the skill nodes results in 3 damage out to 310.5 meters.
