How about to merge the divisions in the search engine? Now, in low pop, I have to search through all divisions to find an opponent, or if you have to wait 3 minutes or longer, most will leave, not knowing, there was an opponent in the neighboring Div.

Let the players rank each Div. whom they prefer to play (3>5>1>2) then the search engine has to match the Elo, ranked Divs and if there is no close match let the dice roll. If someone only wants to play in a single Div. nothing would change, but it would improve the match making allot for those who are up to play in more than one Division.
