Within tiers 1-3 has nothing to do with it, even within tier 1, there is a huge difference between good and bad players so that stomps happen easily.

My point exactly, there is a huge skill variance within a single tier, and you want to increase that variance to the entire playerbase and expect for more consistent matches? Doubt it's going to work.

No, not more consistent matches, exactly the same consistent matches. Adding more variance to an already skewed set of odds isn't going to ruin things much more, is it?
