Is it a good idea for assaults or am I better sinking skills into survivability and firepower?

It really depends on how mobile the assault is in the first place, because it's a % gain. 10% of 0 is still 0. I did it on my Victors, because they are pretty speedy already, and it helps them be even better. I wouldn't bother on anything heavier.

80 + 20. I assume the higher number is better? Atlas, for example, is 90 + 10.

those numbers are the degrees the torso + arm's can twist not the actual speed, the speed is listed over to the side as degrees/s

Some torso twist speed nodes might make an assault feel better, but it depends on your mouse and mouse settings.
That said, firepower and survival are probably always top priority for any assault.

I usually put 9 pts into the mobility tree for the torso twisting just to help a little.

Depends upon the assault and what you like. An assault with arms locked to it's torso (King Crab for example), faster twist speed and turn speeds help keep your firepower on target. At that point, if you can't get your weapons to bear, all the firepower skills in the world isn't going to help you.
Assaults with weapons on the arms might not need it at all, as the arms can swing fast and get onto targets. Even assaults that you feel is fast enough to get your weapons on target probably wont need it, even if it is all torso mounted weapons.
Overall, it's up to you. Does it seem sluggish to you? I'll also remind that you can switch out skill points freely once they are unlocked. So, unlock, if you don't like it switch them out. It's not going to hurt you all that much to check it out.
