How do you use this. I cant get it to do anything. Is there an explanation of this thing anywhere?

Did you find the export/import/load/save buttons? (I didn't notice them at first, had to check the screenshot in the release notes to finally see them)

I found the buttons but they are all grayed out except for the new folder button which makes a folder but the save button is grayed out. So what do I do now or what do I need to do to save the loadout?
I hit the save button and all I get is a box that asks me to make a new folder which I did now that's all I can do.
