Maybe they think target would hear they were targeted (or see the +light thingy) and get scared and run away!
This has nothing to do with Hit and run though.

For Hit & Run this means you have to deal at least 10 damage to an opponent, receive less than half that number of damage yourself up to a maximum of 15 and get out of the engagement for at least 20 seconds or so. You can do all that without an opponent ever being targeted.
So the easiest way i found to do this was to equip two ER-Larges, peek around a corner or above a ridgeline, get a full burn on any enemy in range and then get back into cover until the Hit and Run Achievement popped up. Then get back into the game and play decently again.
