Quick question: If I buy a hero omnimech is the c-bill bonus only there if I keep the hero "whole" or is it attached to the center torso?

You get the cbill bonus on your hero variant no matter what other pods you attach to the hero CT. Omni heroes, especially ones with unique CT hardpoints, are a great value.
However... you will not get any kind of bonus for attaching the hero pods to a non-hero CT. The bonus is, indeed, locked to the hero CT.
