Stalker "Steel Snowflake" build. If you played City of Heroes, on the Freedom server, you might have run across my Ice/Storm Controller of the same name.
It's an LRM 15x2, LRM 10x2, MLx5 build (formerly MLx4 and TAGx1, specific events might adjust this.)

Slower than an Atlas on barbiturates (45.7 kph), but with consumable UAVs (for those, like me, without a working mic) to alert attentive teammates to lights with a hard-on for you, a couple of Artillery strikes to flush covered enemies, a Command Console for speeding up locks, some points on the skill tree for torso yaw (how far you can twist) to punish said light goobers, LOTS of armor and skill unlocks for making it tanky, with the fact it's a Champion mech (one of my first MC purchases), it's my main money maker. Good armor on the back for the lights, as I follow the 2/3rds rule, of armor distribution on slower mechs. C.A.S.E. has been used in the past, (I've been playing since the open stress test) but I /usually/ run out of ammo in the torso before it's really an issue.
Play-style: Spam the LRMs, because this is an ammo heavy (and yes, I do run out, occasionally). Reserve the LRM 15s for solid locks, or to burn AMS. Better to whittle their AMS and armor before you can get in close to use the MLs. The pin-point with the MLs is comparable to many Clan Light builds, so the Command Console is almost a must. It's also useful in a QP situation where they just need somebody to get into the front line and take the hurt. The 1.02 heat ratio is misleading as you can chain fire, which I do with the LRM 10s, and have a button/key for chaining them, and another for certain sitches where taking the full quad of LRM heat is just fun when watching the results.
I wanted to share because this was literally one of the first mechs I spent MC on, back when Faction Play was first introduced, and it rarely gets less than 200 dmg.. Though I do feel you got to drop the XL engine, as that just makes it a walking IED. Standard or Light.

5 tubes less, but 10% additional cooldown for LRM-15s more than makes up for it (and extra 10% velocity and -5% heat do not hurt either), coupled with substantially more cooling and ammo. It's a damage vomit machine, averaging around 700 per match (and in favorable conditions going as high as 1800). You can fit a similar loadout on a Pretty Baby if you want (although then you lose the Velocity quirk).

One is in the highest available hardpoint, but limited to where your torso can track, the other is in an arm mount and can be targeted way outside of your torso arc but the hardpoint is waist-level.

Howdy neighbor! Pleased for the response.
The microphone issue is limited by my income. I'm THAT stupid poor right now. Drop it. Medical issues. I'm already underweight, I'd rather eat than buy a cheap mic. (I work the MOST generic free food job you can imagine, but said medical issues make it hard to have an appetite. i'm that skinny hippie with long hair [can't afford a good hair cut] that delivers food to your door. Please tip them well, their base pay is, in the US well under minimum wage, and are very dependent on tips.)
I saw a marked difference with and without the command console in combat situations that increased ability to hit stupid fast, even ECM mechs dating back to the early days, so I think it has an effect. Regardless it still benefits the team with the Intel upgrade that made intel lights make a difference.
Regarding the yaw? It's how you actually /pilot/. When /I/ play this build I am in as constant motion as possible. Again slower than dirt, but when a Locust is strafing your legs, and you go in reverse, it mimics a Brittany Spaniel countering a Corgi. (Something I've had the benefit of seeing and realized it's a viable strategy in RL, and that's what the MLs are for.)
The reason it's a money maker is because I rarely spend more on the consumables than I get back. Does it happen? Absolutely, I'm in T5 because I've been there since I could see them, but I just don't care any more. I was interested in giving a growing community an opportunity to use a viable build with a low end system/bad ISP.
I don't disagree at all with your comments, I will, as always take such suggestions under advisement, and look forward to keeping this a healthy community focused on improving our gaming environment and supporting a game we obviously both love.
