You hold the key for "command wheel" and select "target spotted"

This works on enemies you have locked, as well as enemies outside radar range (if you hold the cursor on their mechl.

Teammate A close to oppo gets lock to target, then other teammates can see same target and use command wheel to mark target.
1200 m is max targeting range. (approx)

So, he used map feature, "attack target" and not command wheel "target spotted".

You do not have to care about what "solo commander" calls far back. If you are in group, and there is clear and sober dropcaller, then its different.

Just ignore it and attack the enemy at your discretion. You do not need to follow the commands of other players. Though sometimes it is to your benefit to do so.

it's just a useful tool for yourself, so use it ;)
it may imply some sort of teamwork, but since you're new to the game I'd say: it sure is not, at least in quickplay. most times.

however, it is VERY USEFUL if you got an actual team to use that info.
if you're into teamplay, I'd suggest you try factionplay, especially the scoutmode. all it takes is a good brawl-mech, 50-55 tons (or simply: huntsman or bushwacker for a start).
that mode lives and dies by actual teamplay, and good matches are to be had quite often.
better yet, group up with a few mates and try it that way, even more fun ;)
