I think they're referring to the radius, not area. Then the numbers are closer (based on the picture above).

EDIT: The OP got suddenly deleted and replaced with a single period. For context, he had a picture over a Catapult showing the old lock circle and new lock circle. The radius looked to have been cut roughly in half.

The angle got cut in half. That's what the patch notes state.
