After taking a ton of mechs onto Vitric Forge, I actually found that I have little issue keeping clan mech cool because they can take so many DHS and because which makes their dissipation insane. The issue is still Dakka mechs, particularly IS dakka assaults (which can't cant XL, FF, and Endo and thus have less tonnage which can really go to extra DHS).

I think your changes either need to be coupled with a heat reduction on ballistics (and probably SRMs) or give the IS DHS a small boost (say 2.05-2.1 dissipation instead of 2.0).
