Never team kill in response, and it is hard to believe that you get any kind of reward for it. From my experience, you get pretty huge penalty to both match score and C-Bill payout post match, as well as time penalty not to be able to join the match.

If you see someone damaging your own teammates or griefing in any other particular way, just report them. Get the match score board, hover over their nickname and use your mouse buttons, the rest you'll figure yourself.

Not sure if reports actually do anything, but at least it's a better option than heavily penalizing yourself, should you choose to engage the offender.

As far as i can tell in game reporting does Sweet FA. I've found myself having to use it increasingly for some very dubious players.

If you can get a screen shot or better yet a recording and email it to PGI.

The hardest part of this is figuring out which one is the TKer. In my experience both guys shooting at each other can claim that the other started it. So who do you kill?

You kill them all, and let God sort them out.

Most of the time the guy who makes the kill was the one who shot first. It's not uncommon for TKers to shoot their victims in the back.
