I'm certainly not against the idea of having a glass cannon mech on the IS side of things but why do these suggestions always seem to revolve around the premise of creating a more or less carbon copy of the PIR-1 and its machine gun blaze?

Just looking at my own Flea-FA vs. my own PIR-1 this idea of 100% ROF quirk on a Flea-FA would translate to
  • same machine gun dps with slight advantages on laser dps on the PIR-1 - provided that the latter uses cHSMLs otherwise the Flea-FA is pretty much the same (cSML) or even better(cµL).
  • extremely low probability of running hot when using lasers on coolddown in the PIR-1 and next non existent probability on the Flea-FA - unless some serious flamer gameplay against either mech is involved
  • 25%+ higher armor on the Flea-FA on each hit location
  • 20%- lower structure on the Flea-FA per hit location
  • Same base movement speed but with MASC for the Flea-FA
  • Higher base agility on the Flea-FA after those recent nerfs on the PIR-1
  • Agility bonus from MASC on the Flea-FA for turn rates, acceleration and decelartion
  • Instant death on side torso loss for the Flea-FA where the PIR-1 will live some additional seconds
  • Lower ammo count on the Flea-FA
  • Whatever differences you get on crit rates / spread in the IS vs. Clan machine gun comparison
While some of that sounds tempting I'd actually rather see an IS glass cannon that is energy based ... because the general dichotomy is: Clan is better at lasers while IS is better at ballistics. The PIR-1 quite obviously breaks that dichotomy by being a better ballistics mech => I'd like to see a similar reversal with an IS small laser "boat".

That's what i was thinking too. The FLE-19 is much more suited to compete with the PIR-1 / MLX-ED as pure machinegun spam.

FLE-FA is much more similar to the (now left behind) ACH 6MG 2-3 laser build. I can see an increase in armor or structure work (honestly a 2 point of armor across the board wouldn't be too much to ask for an 120 meter infight 20 ton lights).
I can also see a laser quirk work (instead of the flamer quirk).
What i don't see work is a RoF quirk since the FA can already mount 6 machineguns, honestly a mech with 6 machineguns should not be the candidate for an MG buff, that's just stupid.

6+ MG spam needs to be tuned down a little, so folks are encouraged to use other weapons as well on the pir-1, much like on the Cipher or Ebon Dragon.

Not quite ... the current Flea-17 (or any other IS light) simply cannot kill in a comparable way. My comment went more along the lines of instead of giving the Flea-FA a 100% RoF quirk (which would make it the aforementioned "close to carbon copy" to the PIR -1 in terms of armament) I'd rather like to see one of the other IS lights getting serious cooldown and heat reduction quirks on small lasers (and small lasers only!). Ultimately I wouldn't care whether it's the FLE-17, FLE-15, FLE-20, LCT-1E or LCT-3M ... as long as it's able to dish out 4 to 6 small lasers with an increased fire rate and a slight disregard to heat.
