I've been thinking about this for a while and although I don't have a full, finished proposal I think I have enough to put the thought into the community to see if it's something that could help make MWO better and reduce the complaints of players who think all PGI cares about is selling mechpacks.
My proposal is to add a companion to the Tournament Supporter Pack with the sole objective of using the funds generated to increase the value of the 'Free to Play' portion of MWO. The pack would run from roughly January to the end of June and offer an XP and c-bill boost much like the TSP. Whether it offers other beneifts (like the monthly bonuses, loot bag bonuses, or 250,000 c-bill bonus per completed challenge) is up to PGI; I'd kind of like the TSP to still be different so I'm thinking to give this pack more up front bonuses (cockpit items, decals, colours, skins, and/or bolt-ons) instead of the completed challenge bonus and monthly bonuses, but it's not a big deal if it's basically the same type of deal. I'd also suggest offering a normal $10 pack as well as a $20 collector's pack which gives you more gifts like cockpit items but retains the same xp/c-bill buff of the base pack.
So now there's a pack that's generating funds; the objective is to use those funds only towards developing things that will never be hidden behind a paywall. Whether it's new weapons, maps, or game modes, the features generated by this pack should be equally accessable to anyone playing MWO regardless of how long they've played or how much real money they've spent on the game. PGI could use the first month's funds (and compare them with how the sales taper off through the months for the TSP) to generate an idea of how much money they'll have to work with and use the first month to spitball ideas of what could be done, then use the next four to five months creating what they've decided to make.
In March they could give a a general update of what they're working on, and release the result in June or July when the pack ends and the Tournament Support Pack returns.

I'd buy such a pack if it gave GXP or GSP. There are a lot of mechs I want to try but don't want to deal with playing many games without skills unlocked (and no, GXP conversion with MC is not that effective).

I'd also drop cash on being able to pick a bunch of colors.
Maybe even set goalposts, like X amount of packs = new map etc.

I still have GSP from the module refund and a bunch of GXP from playing for years so it's not something I think about, but I seem to recall they recently offered enough c-bills and GXP for 91 skill nodes with the purchase of MC so that could be an option as well.
I tend to only put in maybe 15 or so nodes to start then level up my mechs naturally as part of the game.
