SO I haven't played in a while and when I logged in, I noticed a page pop-up with a bunch of stuff that was removed and cashed out. The only problem is, half the stuff didn't seem to cash out properly. Like I had over 28 million Cbills worth of modules, not even counting the consumables that I was given 2.5 million Cbills for??
WTF kinda math is that?

PGI math, but then modules purchased prior to 12/03/16 were refunded as GSP (usable on any mech) Some of us that did not sell or sell enough of our older modules were bathing in GSP, enough to reskill 2x-4x the number of mechs in our mechbays...
You are not reading it correctly. It is showing what C-Bill Cost and how it was coverted to GSP . Module Breakdown (GSP) GSP is General Skill Points. It is SP that is not tied to a specific mech, just like GXP (general XP) is not tied to a specific mech. Each GSP/SP is worth $45,000 CBills and 800 XP/GXP. Each skill nodes (or just nodes) costs 1 SP to activate.
Currently you have 667 GPS that can be used on any mech, but first use the normal SP those mechs may have FIRST. If a mech was fully Skilled each mech has 91 SP. If you had 3 mechs of the same variant then that is 91*3 = 273. Each mech can only have activated 91 skill nodes at any one time, with 239 nodes available.
There was a cutoff of when modules were purchased on whether or not the modules were converted to GSP or CBill back.

SP (Skill Points)
Purchased per-'Mech using a combination of C-Bills and XP, Skill Points are used for purchasing Skill Nodes. Once a Skill Node has been purchased it is considered 'owned', and can be de-activated or re-activated later at any point without needing to acquire a new Skill Point.
• Purchasing 1 Skill Node requires 1 Skill Point.
• All 'Mechs possess a maximum of 91 active Skill Points.
• Skill Points are only required for the initial purchase of a Node.
GSP (General Skill Points)
A general form of Skill Points. General Skill Points work much the same as regular Skill Points, but they are not locked to any specific variant. You can use General Skill Points to purchase Skill Nodes for any 'Mech you wish. General Skill Points can not be purchased; they are currently only received as part of the refund/transfer process from the old Skill Tree.
HSP (Historic Skill Points)
Historic Skill Points carried over from your account prior to the release of the new Skill Tree. Historic Skill Points are a 'transition' currency to account for Skill Statuses from the old Skill Tree. Put simply, the Skill status of a 'Mech under the previous system is converted into an associated number of Historic Skill Points (HSP). You can then assign any amount of HSP to a specific variant or its duplicates for use in the Skill Tree.

Modules purchased after December 3rd 2016 - the date of the original Skill Tree announcement at Mech_Con - are being refunded in the form of C-Bills.
Modules purchased prior to December 3rd 2016 are being refunded in the form of General Skill Points (GSP), which can be consumed to unlock Skill Nodes for any 'Mech you wish.

Just to STRESS - do not move move than 91 HSP/GSP/SP to any one mech. PGI will not reverse the move. If you purchase a node, save then uncheck it, you do NOT get that SP back. The node is unlocked but you do not get the SP back to use elsewhere.
And to add, PGI just recently added the ability to export/import/save/load Skill Trees. I may have a base of approx 35 SP that I use on most of my mechs, after that it can vary. On my most used mechs I have changed approx 20-30 nodes since the new ST inception to fit more into what I needed them to do.

At first they were going to give us C-bills and MC, but it would have broke the economy, so not with all the GXP some of us got, holy cow, I'm still getting mechs and immediately maxing out the skill trees.
Go to the profile tab
select profile on the left
then on the other side the the GXP number hit [View Skill Tree Refund Ledger]
That will take you to the
SKILL TREE REFUND LEDGER
