So far it is indeed particle/effects related.
I think putting Effect on low fixes it.
But am still testing to confirm this.
EDIT: nope, this does not help.
The game just crashed because of this issue.
I think we need to wait for an official fix.
Edit2:
Even when effects/particles/weapon firings are not in-screen is still drops.
Perhaps it is audio what is causing this?
I have all graphics settings on Low, no AA or motion blur, DX11, 1920x1080, full windowed. This still produces the issue.

GTX 1070 maxQ
Running this on M.2 PCI drive.
Windows 10 Pro
Laptop is running on max battery performance settings and plugged in.
1920x1080 144fps screen.
