So I was messing around with a kodiak 4 on testing it with 2 Gauss rifle and 2 C-ER PPC's (hardpoint locations for this is prime) and when you charge up the gauss which doesn't generate heat (or isn't supposed to), and fire the PPC's as soon as you fire the gauss you instantly gain enough heat to shut down and stay shutdown for quite a while.
It's fine if you slightly stagger the shots, but if you shoot at the same time you release the gauss round or immediately after you gain a ton of ghost heat; enough that if you override the mech, it will cripple the mech blowing the gauss rifles, and the PPC's if you have them in the same side.

This is not a bug. It's actually a way to stop gauss+ppc meta that was popular about a year and a half ago. PGI put gauss rifles and ppcs into the same ghost heat group in order to prevent massive pinpoint long range gauss+ppc alpha strikes.
Also, the kodiak that you have built used to be one of the meta builds before this change.
