There was a time when IFF was turned off, so you would get killed by your allies.
That degree of realism was bad for gameplay, so at least that part was removed LOL

Seems we missunderstand.
Enemy with active stealtharmor is around you, you cant lock any enemy (with no stealtharmor) around.
It seems stealtharmor dont only affect the user.

That said, all stealth mechs have ECM, so soon as they turn off stealth, ECM comes into effect. If you are getting low signal, either the mech has turned off stealth, or there is a second mech there with ECM.

What maddermax describes is what should happen, but then an uav should counter it.
It seems there is a bug then?

Actually ECM field does affect enemy mechs near the stealthed mech, as ECM needs to be on and in Disrupt mode before turning on the stealth armor. The moment you switch ECM to counter mode your stealth armor will go offline. If you pay attention in your own mech when a stealthed mech runs past, the ECM Icon will show up on your hud and the hud will flicker from under its effect. If you have any form of active probe the ecm effect is negated if they enter its range, however the stealth effect is not negated.

Well we'd like to assume BUG... i reported that in direct emails with technical ohhhh.... three months ago. No mentions of it being a bug in patch notes since though so maybe its intended by PGI to be an exploit known only to a select few...in my case... assassin with stealth and a piranha on the enemy team, versus myself with an streak shadowcat with the ecm on counter, and TWO fully skill noded UAVs of mine overhead. Could not achieve a lock on the piranha, and that was before they shrunk the target reticle zone for missile locks. Had the same issue with a tag and active probe equipped streak crow... couldn't get a lock while mr stealth was nearby.
Also incidently... stealth armor didn't originally low signal your enemies... it does now... which kinda makes the hiding the stealth pirate's bane in the shadow behind the enemy mech tactic impossible... when he'll clearly know someone with ecm is around.

Another example what bandwormcode can do, like artemis ...
