Calls to arms only goes out when a full team is waiting for a drop on the other side. It should go out when at least one person is queuing on either side to make the teams fill up faster.
As an example lets say you have 2 guys queuing on each side. No call to arms happen, so people dont start queuing. The people queuing then stop queuing because no games are happening. Im seeing this happen in scouting as I type this by the way.
