Theoretical situation: Damage falloff was removed and you did full damage as long as you hit, but hitting something beyond your optimal had a moderate chance to do glancing or no damage, and shooting beyond max doubled the chance.
Current Laser vom builds would need to close near brawling distance to guarantee hits, instead of just trading with reduced damage, current dps builds would be a lot more variable, but extreme long range builds would suddenly be moderately dangerous enough to change opfor tactics to a slower cover-based approach.
