My FPS is between 20-30, but as best I can tell from task manager nothing is bottle-necked.

CPU is 60-70% utilized, and none of the four cores ever reach 100%. They are only running at 2.4 GHz. So it's not even using enough CPU to activate turbo boost. After exiting the game the CPU jumps to 2.8 GHz? (OK, I though it was a power saving feature that only increased the clock speed when utilization was high, but looks like it's just the opposite and boosts clock speed when power usage is low. I guess it's like some sort of RPM vs. Torque trade off.) i5-750 @ 2.6 GHz

Task Manager claims the GPU is only 20% utilized, and only using 1.6 GB out of 4 GB of on-board memory. RX 470

System memory is also not even half used. 16 GB total.

Changing the graphics settings from Medium to Low gives maybe a 5 FPS increase.

Turning on Windows Game Mode, setting process priority to high, updating drivers, changing from windowed to fullscreen... none of that made any difference.

More system information. Post the top section of your dxdiag, just pass the sound card info.

System settings, set Power Options to High Performance.

If i'm not mistaken, the i5-750 boost frequency are :
2.8 max if 3-4 cores used
3.2 max if 1-2 cores used

Closing the game can create a spike in CPU cores usage while it's freeing memory and closes files, that must be your boost to 2.8.
If using TaskManager, do you see a low usage in all the graph ?
TaskManager can be misleading as MWO goes 30fps mode when not in focus (and it's a game feature)

Power options were already at High Performance.

Screen shots of Task Manager https://imgur.com/a/IkgG3xv About half those graphs are while the game was in fullscreen, and the other half with Task Manager in the foreground.

There's definitely a lot I could improve about this computer (SSD, better memory, faster CPU, more cores, better GPU ect...). I had previously upgraded the graphics card thinking that would help, but didn't see any improved performance.

Spoiler

Okay, with the system being that old, I wasnt sure if you had updated to WIndows 10 or not.

Make sure XBox DVR is turned off/disabled

Increasing memory amount and SSD would not improve FPS.

Yeapers, correct with the base frequency being 2.667 ghz, tis why I asked to double check the Power Options settings since task manager is showing 2.4ghz.. THOUGH, when MWO is in the background, it reducing the load. Go windowed mode and reduce the resolution so you can read the task manager while MWO is in focus instead of the TM.

Turbo boost though is only a layman temporary overclock, it does not and is not meant to stay maxed out.. So cpu speed/overall system bandwidth is holding back the FPS. Your non-K is OC only by reference clock frequencies (BLCK), not core multiplier like the K series.

You could update the CPU with a K version - i7-875K (2.93 > Turbo 3.60) cheapest way would be ebay running around $95. If you do not want to OC, then i7-880 or Xeon® Processor X3480 (3.06 Turbo 3.73).

Double check MSI website but I believe that system will take Lynnfield (above reference) or Clarkdale cpu but the Clarkdales come with 2 cores w/2 Hyperthreading instead of 4 cores like Lynnfields.

I had a similar issue. My fix was a user.cfg file that I modified from Narc Bait. I just posted that in his topic 'curent' user config.

I also recently unparked my CPU. This was a huge help to FPS in this game. Here is the link I used to find out how to do it. It is COMPLETELY OPTIONAL if you don't want to mess with your CPU settings. https://ttcshelbyvil...-you-adjust-it/
