Can I use the laser duration skills on it now, or should I not because of the server tick heat bug? Thanks.

Nothing was noted in that direction. So I guess it's still around.

It's a pretty deeply embedded issue on how the game calculates heat on weapons that have a duration. We haven't fixed the behavior but we have identified exactly how much extra heat it adds and just buffed the heat quirk on the Sigma to compensate.

So you do get extra heat, but that's why the Sigma gets -25% heat.
