The two restrictions that PGI made up are locking modular JJs like on the KFX-S and TBR-S and having hardpoint limitations. Of course, the added hardpoint restriction also applies to Battlemechs so I don't really count it.
However, PGI has loosened the restriction on armor, allowing you to re-allocate armor points as you see fit rather than TT's way of having Omni armor permalocked at stock levels (unless you wanted to get a refit kit and turn your Omni into a Battlemech). This change alone pretty much saved most Omnimechs, because TT either gives them too little stock armor or way too much rear armor. PGI did also unlock the Flamer on the Adder...still waiting/hoping for them to unlock the Mist Lynx's CAP.
As for IS Omnis, some of them actually have a good shot at being viable in MWO. The Raptor and Men Shen would be fine with IS XL. The Hauptmann has a STD engine so it doesn't have to worry much. Beyond that the only real problem is PGI's adamant refusal to buff bad robots with strong enough quirks to matter. If they weren't so stingy with quirks then we could make literally anything viable with little effort.
OK then explain fully customizable IS battlemechs then. They were supposed to have zero modification or customizations outside a factory refit yet PGI made you be able to customize them down to tweaking the armor values to whatever you wanted. My point is that PGI didn't offer Clan Omnimechs a comparable level of customization or for all intends and purposes, RESTRICTED them from having the same level of customization that IS mechs have, at least based on the in game customization rules anyway.
Also I am not going to say that every IS Omnimech would be bad, because there might be a few that might be lucky enough to have the best optimization possible but chances are, they would be a train wreck.

See this is just buying into the party line of what is meta and not meta and all that and making a blanket statement that a mech isn't good just because it doesn't have high mounted weapons. This is so false it isn't even funny.
First you can mount a ton of weapons to the torso of the Timber Wolf that are at cockpit level. You can even get a omni pod for the left torso that gives you 3 energy mounts that are situated well about the cockpit level if that is of such a must have capability. With the right variant and the right omnipods you can mount up to 6 energy in the torso or heck go with double ballistics at cockpit height.
Second, the game isn't all about peeking over a hill, often it is about peaking around things as well and the arm mounts don't have an issue with that.
My point is the Timber Wolf is still a Top Tier mech when you get down to it and still very competitive.
Now that is not to say that the Madcat Mk II isn't overall a better mech because it is, but even the Madcat Mk II has its flaws.
