Skill Mastery On New Mech Of The Same Variant

If I have mastered HBR-F and then I buy a 2nd HBR-F, would I automatically master the 2nd mech, or it starts from zero skill?

You have to start from zero as it’s a new mech. That said, with the new save loadout feature, the only reason you’d need a second identical mech is for faction play, if you want multiples in the same drop deck.
I might point out that it used to be that you mastered a chassis rather than individual mechs - however under the old “rule of three”, which was around before the Skill tree was put in, you had to own and skill three separate mechs of the same chassis to master the chassis. Now it’s only one, but each mech needs to be mastered separately.

I think there's a "Historic XP" scale when you go to buy SP. If you've got a ton racked up on the previous one, you should be able to use them on the new one.

That only counts from XP earned on a chassis before the skill tree change.

Short answer is NO. I had to rebuild skill points from scratch last time I bought an identical mech chassis even though I had somewhere around 220k points on the first purchased one.

there are tons of mechs i still have hsp on that i dont currently own. not everyone does but its a good idea to check before you throw any brute force leveling at them.

Every copy of the same variant of a particular chassis you owned before new skill tree patched in was treated as the same because the skills were very generic. When new skill tree patched in and skill nodes became much more detailed and specific, existing owned copies of mechs all got historical skill points equivalent to their previous level of "mastery", and any extra XP on that chassis variant got pooled into a section called historical XP which could be used to convert to Skill Points for any new examples of that same variant you might purchase.
For example... I owned 4 different kodiak-3s all with different builds on them and I had fully mastered the variant so they all got the full 91 HSP when new skill tree patched in. I also had enough historical XP banked on the kodiak 3 to instantly add 91 skill points to the next FIVE kodiak 3s I might purchase or receive as event prizes. I'm in the same situation for a lot of other mech variants.
