While a number of DoA predictions have been wrong (like the Victor), some others have also been 100% correct. If you think that no mech has ever been useless upon its introduction to MWO then you are deluding yourself.

The only true OP mech is the one announced in April, which has stealth armor so amazing, you can't even see the announcement!

I think it's moreso making fun of the trend that no matter what the hitboxes, hard points, etc or the mech announced, there is always people saying it'll be OP, DOA, etc. I think it's a perfectly harmless and enjoyable meme.
We all know it'll be OP initially and then get promptly nerfed when it comes out for c-bills. (No I don't have a tinfoil hat on, it's in the wash!)

I'd argue it is because predictions were accurate more often than not. People don't like it if you call their favourite units DoA, and they are even less happy if it turns out to be true. I am no exception, btw.
There are two ugly truths in MWO: 1) some Mechs just are not good enough to be fun unless quirked massively, and 2) there is undeniable empirical evidence to suggest PGI rarely applies such massive quirks, even if they are needed.
As far as predictions go, they can be fairly accurate. Especially the trias of geometry, hardpoints and engine cap has proven to be a reliable indicator of potential performance, and notable deviations from that indication caused by PGI's execution are too infrequent to summarily discard sober analyses. Doesn't mean they are always right, of course.

Looking at you, Warhammer IIC.
For an example of getting it right... the Champion. It looked like it'd be destined for the suckpile for sure based on its hitboxes alone, but turned out to actually be pretty good because it got similar quirks to the similarly hitbox-impaired Dragon. Good job, balance team! Every single variant of the venerable Chip is at least viable, but precisely none of them overperform. Nail? Head.
But... then consider the Timberwolf... which after over a year of completely dominating the game at all levels, got nerfed so heavily it still hasn't recovered. Or the dread KDK-3, which pwnt so hard that it got nearly every other ballistic platform in the game nerfed as collateral damage, including the ones that didn't even share a techbase with the Scare-Bear, because the balance pass targeted UACs globally instead of one variant specifically.
DoA is a meme because it deserves to be a meme. It's either spot on or wildly inaccurate, and only very (very) rarely somewhere in between.

And please remember the Night Gear, this mech is so sluggish and has a bad Torso Twist. Once this mech was really good. Then they nerved ppc/gauss and additionally they nerved this Mech. A classic case of overnerfing….
