Gotta be joking
Russ does consider them a joke, add engine limits (and PGI unable to do even basic things proper, at least on first try) and the ever turning down of quad mech fans over the years and you should've known before asking.
Also Harebrained isn't a fan of quads either, and I don't think PGI would make a mech they can't sell to them.
