Have it be the same with the standard quickplay mode, but have one side filled with bots!
There are a couple reasons for this
1. While the testing grounds are fine for 'testing' out builds, the enemy mechs there are stationary and can't provide more solid feedback to the player.
2. It also helps new players to get into the game as it can function as a half step introduction to real matches. It also makes teaching new players (in a group) way easier without botching up the match for other (more) players.
As for match rewards, have it be less (1/4ths) the amount you earn from quick play, so that its not a complete waste of time. Of course, let the achievements be not achievable in PvE.

Sorry to shoot this down on you but it's not going to happen for a few reasons.
1. MWO has always been envisioned as the PvP mechwarrior game
2. The idea for having some AI as fillers for a team or even a specific PvE mission has been raised before and not gotten any traction. (I've suggested some in the past myself)
3. The AI has never been strong in MWO (look at the Academy and Escort) and the work needed to develop it properly for MWO is not deemed as an option worth considering. (Time, cost, age of game etc)
4. MW5 is essentially going to be the PvE Mechwarrior experience with campaigns and missions and unit management and so on.
